The City of Crane, Missouri, is seeking sealed bids from qualified contractors under three separate bid opportunities (Bids may be submitted for any single or combination of the bid projects), for the demolition and hazardous materials abatement service for 13 vacant dilapidated residential structures and 1 vacant dilapidated commercial building. This project is financed with CDBG funds:

Bid # 1 will be for the asbestos removal for ten (10) of the residential structures. Asbestos inspection of the structures to be demolished has already occurred; report is available to bidders. Asbestos removal requires a Missouri licensed asbestos contractor.

Bid # 2 will be for the demolition of thirteen (13) residential structures.

Bid # 3 will be for the demolition of one (1) commercial structure.

Demolition and disposal of the properties must include the following:

A. Identification and proper disposing or recycling of hazardous materials (according to the Department of Natural Resources specifications);

B. Demolition and clearance of all structures identified in the Project Scope of Work;

C. Clean fill (no disposal of demolition material on site) where required.

D. Removal of all water, wastewater, cisterns, other utilities on or affecting the site (Utilities have been disconnected from City mains).

E. Land reclamation and preservation activities including leveling, grading, American National Standards Institute (ANSI) tree protection requirements, seeding and straw of properties;

F. This project is not covered by the Davis Bacon Act. Prevailing wage does not apply.

G. All bidders are required to comply with required Federal and State regulations including Segregated Facility, Section 109, and E.O. 11246. MBE, WBE, and Section 3-DBE are encouraged to bid.

H. All demolition and removal of materials must be started within 90 days of contract award.

I. Each bid must be accompanied by a bid guarantee equivalent to 5% of the bid amount. This can be secured by a bid bond or certified check and must be included with the bid.

Bids are due and shall be received by the City by 5:00 p.m. October 17, 2022 in the office of the City Clerk, City of Crane, 120 N. Commerce, P.O. Box 17, Crane, MO, 65633-0017. NO FAXED BIDS WILL BE ACCEPTED. No bids received after the time and date specified will be considered. The City of Crane is not responsible for the U.S. mail or private carriers or messengers in regard to mail being delivered by the specified time so that a bid can be considered. Bids MUST have the respondent's name and mailing address clearly shown on the outside of the envelope or package when submitted. Submit two (2) copies of your bid in a sealed envelope or similar package marked “Bid # Demolition and/or Asbestos Removal” on the front of the envelope.

The City of Crane reserves the right, as the best interest of the City may require, to reject any and all bids/proposals, to cancel or withdraw this solicitation at any time, and to waive any or all irregularities therein, to accept in whole or in part the bid or bids, and/or to negotiate with bidders to achieve the best prices for the City. All proposers shall agree that such rejection, waiver or modification shall be without liability on the part of the City for any damage or claim brought by any proposer because of such rejections, nor shall the proposer seek any recourse of any kind against the City because of such rejections.

Bids will be opened, and respondents announced at 6:30 P.M. local time, or as soon thereafter as practical, on October 17, 2022 during the Board of Aldermen meeting, in Crane, Missouri. The bid opening is open to the public.
