REQUEST FOR QUALIFICATIONS - Professional Engineering Services: Main Design and Construction Inspection: City of Fair Play Roadway Improvements Project

The City of Fair Play, Missouri requests qualifications for main engineering design services and construction inspection services, to assist in a public infrastructure project to be partially financed with Community Development Block Grant (CDBG) funds.
Background and Purpose
The City of Fair Play was recently awarded CDBG funds to partially finance a roadway improvements project to address the deterioration of specific roads in the community. The City owns and maintains the roads proposed for improvement, and the most deteriorated roads in need of improvements are those included in the scope of work. These roads have become treacherous in areas due to the age of the infrastructure and poor stormwater conditions, which has led to potholes, pavement cracking, and uneven roadways, creating safety hazards for all roadway users. The project will involve the overlay of select road segments with a new 2” wearing course and the full depth replacement of certain road segments, consisting of 4” base rock and 6” asphalt. The city determined the need for overlay versus full-depth replacement of the roadways based upon recommendations provided in the preliminary engineering report prepared by Bartlett & West.
During main engineering design, the project engineer shall also consider components of the stormwater infrastructure that can be updated or improved during construction as part of the in-kind services to be provided by the City. Repair and replacement of the identified roadways presents a prime opportunity to improve the underlying stormwater conduits and adjacent ditches during active construction.
A breakdown of the roads proposed for improvement and the type of improvement proposed is provided below as well as a map showing the location of these improvements.
The road improvements proposed are as follow:
- 3rd Street from Hwy 123 to Brier (Full Depth Replacement)
- 4th Street from Alley to Lyons [previously Lyons now N. Brier] (Full Depth Replacement)
- Wood St from Hwy 123 to Lyons [previously Lyons now N. Brier] (Full Depth Replacement)
- 3rd Street from Hwy 123 to Walnut (Full Depth Replacement)
- 3rd Street from Walnut to Ash (Overlay)
- 4th Street from Elm to School (Overlay)
- 4th Street from School to Ash (Overlay)
- Walnut Street from Hwy 32 to North (Overlay)
- Wood Street from Walnut to Hwy 123 (Overlay)
- Shelton Street from Walnut to Elm (Full Depth Replacement)
- Troost Street from Concrete to 3rd (Overlay)
- Troost Street from 3rd to 4th (Overlay)
- Troost Street from Hwy 32 to Fairview (Full Depth Replacement)
Scope of Work
The successful firm is expected to provide the following services, including but not limited to:
Development of final engineering design
Bidding documents preparation, including field surveys and measurements, construction drawings, specifications, and cost estimates.
Construction inspection services
Disclosure Statement
A preliminary engineering report was prepared by Bartlett & West as part of the application process and as result, the firm has familiarity with the project. The preliminary report is owned by the City and will be shared with the most qualified engineer upon contract award. All submissions will be evaluated solely on the information outlined below.
Required Information
Information provided to the City must include at a minimum:
The specialized experience and technical competence of the firm with respect to roadway improvements or related work
The capacity and capability of the firm to perform the work in question, including specialized services, within a period of 24-month beginning June 15, 2026
The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules
The firm’s proximity to and familiarity with the area in which the project is located
References from previous clients of related work with the firm within the past five years
Documentation of compliance with E-Verify requirements
Submissions
The firm will be selected based on the above qualifications, with Items # 1, 2, and 3 having the most weight. Firms will be evaluated on an individual basis and will be ranked using a weighted evaluation matrix. The top firm(s) may be invited to participate in interviews. Once the most qualified firm is selected, a cost for main engineering design and construction inspection will be negotiated.
The above information should be submitted no later than June 2, 2026 by 3:00 PM via email or physical mail to the address listed below. Physical submissions must include at least one printed copy and one digital copy provided on a USB drive.
