REQUEST FOR QUALIFICATIONS - Professional Engineering or Architectural Services: Main Design and Construction Inspection: City of Crane Park Improvements Project

The City of Crane, Missouri requests qualifications for main design services and construction inspection services, to assist in a community facility project to be partially financed with Community Development Block Grant (CDBG) funds.


Background and Purpose

The City of Crane was recently awarded CDBG funds to partially finance a park improvements project at Crane Creek Park, located at 107 Myrna Lewers Parkway, Crane, Missouri.

Improvements to existing structures and pathways at Crane Creek Park are needed to ensure the park is safe and accessible for all community members. The proposed improvements will ensure the pathways and restrooms at the park are ADA compliant and will include the replacement of an existing park gazebo which poses a safety risk for park users due to the age and deteriorated condition of the structure. The addition of picnic areas and a park pavilion are included in the project to ensure the park is able to continue meeting the needs of our growing community. Some improvements to existing park amenities, such as lighting along pathways to ensure accessibility and safety, may necessitate work within a floodway. However, these activities are exempt under 24 CFR 55.8 (a)(1)(ii)(A) and will be necessary to ensure the proposed project serves its intended purpose for the community.


Engineering or architectural services are necessary to design, bid, and inspect the following construction activities:

 

Park Pavilion:

  • Size & Design: The new park pavilion will be approximately 12,000 square feet, designed to accommodate a variety of community events, including farmers markets, outdoor performances, and gatherings. It will feature an open-air design with a durable, weather-resistant metal roof supported by steel columns. The structure will be equipped with electricity and lighting to support evening and weekend activities.

  • Materials Used: The pavilion will be constructed with steel framing and metal roofing for durability and low maintenance. Concrete flooring will be installed for a sturdy, easy-to-clean surface suitable for both recreational and commercial events.

Picnic Areas:

  • Additional Picnic Shelters: Several new picnic areas will be added, featuring covered shelters constructed from wood or steel, equipped with permanent picnic tables made of heavy-duty recycled materials. These areas will be located throughout the park, providing shaded, accessible spots for visitors.

  • Ground Materials: The picnic areas will be placed on compacted gravel pads or concrete bases to ensure accessibility and prevent erosion or wear from frequent use.

Gazebo Rebuilding:

  • Existing Structure Renovation: The existing gazebo will be rebuilt using high-quality, weather-resistant materials such as treated wood or steel. The design will be consistent with the park’s aesthetic, providing a picturesque setting for small events or casual use.

  • Location & Features: The rebuilt gazebo will retain its central location within the park and will include seating for small groups, with accessibility improvements such as ramps or gently sloped pathways leading to the structure.

Bathroom Renovations:

  • ADA Compliance: The existing restrooms will be fully renovated to meet ADA standards, including wider doorways, accessible stalls, and updated fixtures. Non-slip flooring will be installed to improve safety, and new ventilation systems will ensure comfort during warmer months.

  • Materials Used: The bathrooms will feature durable, easy-to-clean materials such as ceramic tiles for walls and floors, and stainless steel fixtures for longevity and resistance to vandalism.

ADA Accessibility Improvements:

  • Pathways & Entrances: New ADA-compliant concrete pathways will be constructed throughout the park, connecting the pavilion, picnic areas, gazebo, and restrooms. These pathways will be designed with gentle slopes, ensuring easy access for all visitors, including those using wheelchairs or mobility devices.

  • Promote Safety and Security: Upgrade safety features, including new lighting and security improvements, to ensure that the park remains a safe and welcoming environment for all visitors.

Location & Layout: All proposed improvements will be thoughtfully integrated into Crane Creek Park at 107 Myrna Lewers Parkway, ensuring that the natural landscape and existing green space are preserved while enhancing the park's functionality for daily use and community events. Natural features, plantings, and landscaping will be utilized to mitigate the potential for flooding impacts on new or improved structures.

 


Scope of Work

The successful firm is expected to provide the following services, including but not limited to:

  • Development of final main design

  • Bidding documents preparation, including field surveys and measurements, construction drawings, specifications, and cost estimates.

  • Construction inspection services

 

Disclosure Statement

A preliminary architectural report was prepared by Torgerson Design Partners as part of the application process and as result, the firm has familiarity with the project. The preliminary report is owned by the City and will be shared with the most qualified engineer or architect upon contract award. All submissions will be evaluated solely on the information outlined below.

 

Required Information

Information provided to the City must include at a minimum:

  1. The specialized experience and technical competence of the firm with respect to community park improvements or related work

  2. The capacity and capability of the firm to perform the work in question, including specialized services, within a period of 24-month beginning June 15, 2026

  3. The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules

  4. The firm’s proximity to and familiarity with the area in which the project is located

  5. References from previous clients of related work with the firm within the past five years

  6. Documentation of compliance with E-Verify requirements

 

  Submissions

The firm will be selected based on the above qualifications, with Items # 1, 2, and 3 having the most weight. Firms will be evaluated on an individual basis and will be ranked using a weighted evaluation matrix. The top firm(s) may be invited to participate in interviews. Once the most qualified firm is selected, a cost for main design and construction inspection will be negotiated.

The above information should be submitted no later than June 2, 2026 by 3:00 PM via email or physical mail to the address listed below. Physical submissions must include at least one printed copy and one digital copy provided on a USB drive.
