Request for Qualifications: Professional Engineering Services - Kimberling City 604(b) Water Quality Management

The Southwest Missouri Council of Governments (SMCOG, pronounced ‘sim-cog’) and the City of Kimberling City request qualifications for professional engineering services to develop a vulnerability assessment and resiliency plan to assist in stormwater management. These services are to be partially financed with Environmental Protection Agency (EPA) money provided through the Missouri Department of Natural Resources (MDNR) in partnership with the Southwest Missouri Council of Governments (SMCOG).

Background and Purpose

The City of Kimberling City, Missouri is in a rural area of Stone County that makes up approximately 8.17 miles of shoreline on Table Rock Lake. Topography in the area consists of steep slopes and rolling hills, nestled within the arms of Table Rock Lake and subsequently exposed to substantial stormwater and water quality issues. Because of the steep and rocky terrain, stormwater runoff is quickly routed to the lake with very little absorption, filtration and/or detainment leading to localized flooding and reduced water quality. Table Rock Lake has served as the community's stormwater detention facility since its completion in 1958. Because of the convenience and ability to discharge stormwater directly to the lake, many developments have been constructed without stormwater detention, water quality standards, or compliance to standard stormwater management practices. This project will address the repetitive stormwater issues within the city limits of Kimberling City as well as provide sustainable mitigation and resiliency stormwater management strategies for the community.

Scope of Work

The City of Kimberling City aims to develop a vulnerability assessment and resiliency plan to assist in stormwater management by conducting a hydrologic and hydraulic study of known stormwater issues within their city limits. The goal of the project is to assist the City in stormwater management by assessing the vulnerability and resiliency of areas of known stormwater issues. The study will analyze existing infrastructure throughout the city and propose improvements to protect essential infrastructure, residential structures, and business developments from flooding hazards. The study will estimate the cost of the proposed improvements, prioritize them to help the City decide on an implementation plan, and research funding options for the proposed improvements. Community involvement will be a key factor to the success of this project. The project engineer will conduct public outreach efforts to educate the public on the project and its benefits, as well as to keep the public informed of project progress and completion. At least two public hearings will be scheduled to ensure the public is informed and to provide opportunities for input.

Short term benefits for the City include stormwater management technical guidance, prioritization of implementation projects, ability to seek implementation funding opportunities, updates to city policy, and community input/support. Long term benefits are anticipated through successful plan implementation which could prosper improved water quality, reduced localized flooding, enforcement of city stormwater policies, reduced infrastructure and property damage related to flooding, and improved stormwater management.

The successful firm may provide the following services including, but not limited to:

  • Initial desktop evaluation of the City's major stormwater discharge locations into Table Rock Lake. Aerial and contour maps, including available LIDAR information from Stone County will be utilized in this effort.

  • On-site investigation of identified stormwater discharge locations.

  • Development of commonly implemented details and report for the City's stormwater quality management facilities at discharge locations.

  • Increase public outreach in issues regarding stormwater management and facilitate at least two public hearings.

  • Development of a stormwater quality management manual for reference by City ordinance to be used by developers and other property development associated activities.

Required Information

Information provided to SMCOG and the City must include at a minimum the following items. The completeness and quality of the submitted information will form the basis for evaluation:

 

  1. A description of the firm including the company’s size, location, nature of work performed, and the company’s approach to meeting the City’s needs for the project

  2. The specialized experience and technical competence of the firm with respect to storm water system     management improvements or related work

  3. The capacity and capability of the firm to perform the work in question, including specialized services, prior to September 1, 2026 

  4. The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules

  5. The firm’s proximity to and familiarity with the area in which the project is located

  6. References from previous clients of related work with the firm within the past five years

  7. Cost estimate for all requested services

  8. Documentation of compliance with E-Verify requirements

Submissions

The firm will be selected based on the above qualifications. SMCOG may negotiate a contract rate with the selected firm based on experience, cost, and qualifications.

The above information must be submitted no later than 5:00 p.m. on Friday, June 13, 2025 via mail or parcel services to the address listed below. Physical submissions must include at least one printed copy and one digital copy provided on a USB drive.

Questions regarding this Request for Qualifications should be provided no later than 5:00 PM, Wednesday, June 4, 2025 to SMCOG via email at KelsiBurton@MissouriState.edu or via postal mail to the City of Kimberling City address referenced above. SMCOG responses to questions will be provided in the form of an addendum to this RFQ to be distributed via email to all solicited firms no later than Monday, June 9, 2025.

Additional Information

These services are to be administered and overseen by SMCOG on behalf of the City of Kimberling City. This project is financed by Section 604(b) Water Quality Management Planning grant funds. SMCOG, as the grant recipient, will be responsible for administering the project and procuring services for the development of the stormwater quality management plan. SMCOG will work with the most qualified and responsible firm to finalize a cost and scope that will meet all expectations for the project objectives.

Existing planning documents will be made available at the discretion of SMCOG and the City as applicable and deemed beneficial for project completion.

SMCOG will begin evaluating responses to this request on June 16, 2025 and may conduct phone or virtual interviews with the highest-ranking firms. SMCOG will notify all respondents once a firm has been selected. SMCOG will schedule a meeting with the selected firm following the notification of selection for any applicable contract negotiations and to discuss the firm’s role and responsibilities in the overall project. SMCOG anticipates having an executed contract with the selected firm no later than June 30, 2025.
