REQUEST FOR PROPOSALS - ASTM Phase 1 Environmental Site Assessment (ESA): City of Greenfield Downtown Revitalization Project
The City of Greenfield, Missouri requests proposals from qualified professional consulting firms to conduct an ASTM Phase 1 Environmental Site Assessment (ESA) in downtown Greenfield. The ESA is required as part of the City’s downtown revitalization project, which is partially financed with Community Development Block Grant (CDBG) funds. The remainder of the project is being financed by a 20% local cash match contribution toward the project.
Background and Purpose
The project consists of the revitalization of 14 dilapidated buildings in downtown Greenfield to make them suitable for utilization by local businesses and organizations. Improvements will be focused on the enhancement of the period aesthetics of these buildings to maintain Greenfield’s history and downtown appeal. The project will involve the repair and rehabilitation to these properties to address declared slum and blight conditions currently present in the area and to prevent further deterioration of the structures. General improvements include roof repair/replacement, gutter system repair/replacement, brick repair and repointing, exterior awning/façade removal and repair, electrical system and lighting repair/updates, plumbing repair/updates, HVAC system improvements/updates, window and door replacement/repair, sidewalk repair/replacement, insulation improvements, ceiling/wallboard repair, entry and doorway repair, exterior stair replacement, subfloor and flooring replacement, and exterior and interior painting. A full list of improvements per building and are available upon request by contacting Kelsi Walker at KelsiWalker@MissouriState.edu.
The project site was previously developed over 100 years ago, as the City of Greenfield comprises the County seat of Dade County, Missouri and the project area includes the Dade County Courthouse, around which downtown Greenfield developed. Please note, the courthouse is not part of this project but resides in the project boundary (see map). Properties included in the project have maintained commercial and residential utilization since their construction. 13 of the 14 properties are fully commercial buildings, with the remaining building having a small residential section occupied by the building owner. To request an on-site visit and/or inspection of the 14 buildings included in this request, please contact Missy Netzer for more information at (417) 988-3470 or misltoe37@gmail.com.
Environmental Compliance
A hazardous waste site is located in the project boundary and an underground storage tank undergoing correction action is located within 0.5 miles of the project area. These sites were identified via NEPAssist and are the primary reason a Phase 1 ESA is required.
